[PATCH v2 6/6] KEYS: remove KEY_FLAG_NEGATIVE

Now that a key's reject_error is stored in the flags word, we can check
for nonzero reject_error rather than for KEY_FLAG_NEGATIVE. Do this,
then remove KEY_FLAG_NEGATIVE.
