[PATCH] IRQCHIP: add a Kconfig menu

Add a menu for IRQCHIP support. This makes the Device drivers menu
be more consistent (listing "subsystems" instead of specific
options) and makes the IRQCHIP options be listed in expected
places (mostly applies to "make xconfig").
