[PATCH RFC v2] Fix race window during idle cpu selection.

This patch tries to fix a possible race window that lets multiple
tasks wakeup on the same cpu. schbench, uperf & Jackbench (Android)
mostly showed improvements while none of the other standard benchmarks
have shown any regression.
