[PATCH v4 16/16] phy: qcom-qmp: Add support for runtime PM

Disable clocks and enable PHY autonomous mode to detect
wakeup events when PHY is suspended.
Core driver should notify speed to PHY driver to enable
LFPS and/or RX_DET interrupts.
