[PATCH] phy: phy-brcm-usb-init: Fix power down USB 3.0 PHY when XHCI reenabled

Unset is required to enable USB 3.0 PHY when XHCI reenabled in response
to setting PHY3_IDDQ_OVERRIDE in uninit().
