[PATCH 2/5] staging: gasket: apex: fixup undefined PCI class

Apex chips with class 0 (PCI_CLASS_NOT_DEFINED) fixed up to
PCI_CLASS_SYSTEM_OTHER to enable PCI resource assignments.
