[PATCH bpf-next 02/13] docs: Update references to filter.rst

[Tobin C. Harding]

Documentation/networking/filter.rst was just renamed.  In order to use RST
references we need to add a label to filter.rst

Add label and update references from filter.txt to filter.rst
