[PATCH] memblock: remove stale #else and the code it protects

During removal of HAVE_MEMBLOCK definition, the #else clause of the

#ifdef CONFIG_HAVE_MEMBLOCK
...
#else
...
#endif

conditional was not removed.

Remove it now.
