[PATCH] kernel/resource.c: fix new kernel-doc warnings

Fix kernel-doc warnings in kernel/resource.c.
The first group of warnings is caused by a "/**" kernel-doc notation
marker but the function comments are not in kernel-doc format.
Also add another error return value here.
