This seems broken and I do not understand why it is needed.
Code in dw_pcie_setup_rc() programmes the PCI_CLASS_DEVICE so I would
like to understand why you are "faking" it here.
Your approach seems broken if eg "where" is PCI_CLASS_DEVICE.
