It might not, but it might also be. In which case you want to
initialize the CPU to the right values. So you have:
1. VCPUs created before the VGIC are initialized according to the model
version when the VGIC is created.
2. VCPUs created after the VGIC is initialized are initialized according
to the model as they are created.
The alternative is to have a sync-point after the two above, but I
haven't been able to find a good API-backwards way of doing that.
