I'll send a v2 with lots of changes someday next week (I hope). Comments
interleaved, if I didn't comment or explicitly say "ok", just assume I agree

The PLL runs at about 14GHz and can be configured with sub-hertz accuracy.

I also thought about subtracting the minimum frequency, since the PLL range is
relatively small, that would also bring things back into the 32 bit range. But
would be hard to understand.
