[PATCH v4 1/5] Build target for emulate.o as a userspace binary

This commit contains the minimal set of functionality to build
afl-harness around arch/x86/emulate.c which allows exercising code
in that source file, like x86_emulate_insn.

- Added unimplemented_op macro to stub out emulator ops
- envvar FAIL_ON_UNIMPLEMENTED_OP decides whether AFL treats this as

+Dependencies on Ubuntu are:

+From the root of linux, run:

+0. If intending to use AFL:
+ - Install, build, and export AFLPATH for AFL via:
+ `source ./tools/fuzz/x86ie/scripts/install_afl.sh`
+ - Set linux to create core dumps:
+ `sudo bash -c "echo core >/proc/sys/kernel/core_pattern"`
+1. Build the harness via `./tools/fuzz/x86ie/scripts/build.sh`
+ - Set the envvar CC with your desired compiler (afl-gcc if fuzzing with AFL) a la:
