[PATCH] riscv: kbuild: drop CONFIG_RISCV_ISA_C

[Paul Walmsley]

The baseline ISA support requirement for the RISC-V Linux kernel
mandates compressed instructions, so it doesn't make sense for
compressed instruction support to be configurable.
