[PATCH] Update ToDo with ideas for per_cpu_schedule handling

Re-structure the code to better handle the per_cpu_schedule mechanism,
which was introduced when updating cpupower for AMD Zen based processors.

Based on Thomas Renninger's feedback/ideas.
