[PATCH v2 01/23] staging: qlge: Fix CHECK extra blank lines in many files

Fix CHECK: Please don't use multiple blank lines in qlge.h, qlge_dbg.c,
qlge_ethtool.c, qlge_main.c, and qlge_mpi.c
