[PATCH] sh: add missing EXPORT_SYMBOL() for __delay

__delay() is used from kernel module.
We need EXPORT_SYMBOL(), otherwise we will get compile error.

ERROR: "__delay" [drivers/net/phy/mdio-cavium.ko] undefined!
