[PATCH 2/2] kbuild: rename header-test- to no-header-test in usr/include/Makefile

Since commit d2a99dbdade4 ("kbuild: update compile-test header list for
v5.5-rc1"), this does not depend on any CONFIG option.

no-header-test is clearer.
