I think I have seen a command sent before tc358768_bridge_enable() was
called, and this is the reason I have the refcounting of hw enabled
status, so commands after the bridge is enabled is not going to be
turned off.
If it is not valid to send commands before bridge.pre_enable() then it
is safe to remove the hw enable/disable from here.
I'll read more documentation and driver code to see how it is best done.
