[PATCH-tip 3/3] locking/lockdep: Consolidate CONFIG_DEBUG_LOCKDEP code

Move the CONFIG_DEBUG_LOCKDEP code in lockdep.c together in one place.
This is a code relocation patch. There is no functional change.
