[PATCH 33/34] docs: filesystems: convert xfs-delayed-logging-design.txt to ReST

- Add a SPDX header;
- Adjust document and section titles;
- Some whitespace fixes and new line breaks;
- Mark literal blocks as such;
- Add it to filesystems/index.rst.
