[PATCH 14/38] docs: networking: convert dctcp.txt to ReST

[Mauro Carvalho Chehab]

- add SPDX header;
- adjust title markup;
- mark code blocks and literals as such;
- adjust identation, whitespaces and blank lines;
- add to networking/index.rst.
