since CONFIG_NETDEVICES doesn't change anything in .h I think the
best is to remove #ifdef CONFIG_NETDEVICES from net/core/filter.c
and rely on sock_bindtoindex() returning ENOPROTOOPT in the extreme
case of oddly configured kernels.
