[PATCH v10 1/6] powerpc: Document details on H_SCM_HEALTH hcall

Add documentation to 'papr_hcalls.rst' describing the bitmap flags
that are returned from H_SCM_HEALTH hcall as per the PAPR-SCM
specification.
