[PATCH 10/15] net: phy: simplify phy_device_create()

The last argument passed to phy_device_create() (c45_ids) is never used
in current mainline outside of the core PHY code - it can only be
configured when reading the PHY ID from phy_device_read_id().

Let's drop this argument treewide.
