The PAC N3000 card has 2 Nios firmwares. The one for this driver is
embedded in A10 FPGA. Another one is embedded in MAX10 BMC chip.

So to be clear, I think we may keep the 'in FPGA'.

The relationship between the 2 config is, the n3000 nios private feature
now only appears on PAC N3000 which is a PCIe card.

But the code has no dependency to FPGA_DFL_PCI. Is it necessary we add the
'depends on'?
