I checked the relocation is is correct 00000000000001d0 R_RISCV_CALL
ip_rt_ioctl
The assembly from objdump also shows a pair of auipc + jalr.

I don't understand why the toolchain is complaining about relocation
error only when
CONFIG_HARDENED_USERCOPY is enabled.
Are we seeing some subtle toolchain bug ?
