[GIT PULL] ARC fix for 5.10-rc1

Hi Linus,

This is an unusual 2nd pull request for merge window. I found a snafu in perf
driver which made it into 5.9-rc4 and thus the fix could go in now than wait for
5.10-rc2. Sorry for the trouble.
