This is wasted of virtual address space for XIP kernel.

Also, DTB_EARLY_BASE_VA is an adhoc address falling in user-space
address range.

I would recommend XIP kernel to:
1. Allocate memory for DTB using memblock_phys_alloc()
2. The virtual addres of allocated memory can be found using __va()
3. Copy DTB to allocated memory
4. Set dtb_early_pa to new DTB location
