[PATCH 4/6] irqchip/aspeed: Add Aspeed eSPI interrupt controller

The eSPI interrupt controller acts as a SW IRQ number
decoder to correctly control/dispatch interrupts of
the eSPI peripheral, virtual wire, out-of-band, and
flash channels.
