[PATCH v2] softirq: s/BUG/WARN_ONCE/ on tasklet SCHED state not set

Replace BUG() with WARN_ONCE() on wrong tasklet state, in order to:
* increase the verbosity / aid in debugging
* avoid fatal/unrecoverable state
