[PATCH v1 1/1] x86/tdx: Handle MWAIT, MONITOR and WBINVD

[Kuppuswamy Sathyanarayanan]

In non-root TDX guest mode, MWAIT, MONITOR and WBINVD instructions
are not supported. So handle #VE due to these instructions as no ops.
