We have a build with CONFIG_MEMORY_HOTPLUG=y enabled too.
This is a way to reproduce it locally:
tuxmake --runtime podman --target-arch arm64 --toolchain gcc --kconfig
defconfig --kconfig-add CONFIG_MEMORY_HOTPLUG=y
