perf: Apply PERF_EVENT_IOC_MODIFY_ATTRIBUTES to children

As with other ioctls (such as PERF_EVENT_IOC_{ENABLE,DISABLE}), fix up
handling of PERF_EVENT_IOC_MODIFY_ATTRIBUTES to also apply to children.
