[PATCH 1/1] Makefile: Fix cross building

[Patrick Waterlander]

The native pkg-config is always called which may result in incorrect
flags and paths being passed to the cross compiler. Implement
$(CROSS_COMPILE)pkg-config to avoid this issue.
