[PATCH -next] phy: phy-twl4030-usb: use DEVICE_ATTR_RO macro

[YueHaibing]

Use DEVICE_ATTR_RO helper instead of plain DEVICE_ATTR,
which makes the code a bit shorter and easier to read.
