This only allows:

};

Not:

And we want to be able to use both styles.

Also, the thing we describe here isn't a bunch of pins, but rather a
"state".

So please rework this following qcom,sc8180x-pinctrl.yaml and how it
uses qcom,tlmm-common.yaml.
