[PATCH net-next v3 23/31] ppp: use ndo_siocdevprivate

ppp has a custom statistics interface using SIOCDEVPRIVATE
ioctl commands that works correctly in compat mode.

Convert it to use ndo_siocdevprivate as a cleanup.
