Could you add a comment why HFI_BUFFER_INTERNAL_SCRATCH_1 is included in
condition and not included in below 'if' condition?

we can actually remove HFI_BUFFER_INTERNAL_SCRATCH_1 from this condition now
since count_min is no longer being used for SCRATCH_1 buffer calculation.
