[PATCH 1/9] tracefs: Add API tracefs_hist_data_parse()

Add a function tracefs_hist_data_parse() that will take the content of a
trace event's hist data file, and parse it into a "tracefs_hist_data"
descriptor that can be used to read the raw data from the file.
