[PATCH] sysctl: documentation: fix table format warning

Fix malformed table warning in sysctl documentation:
(don't use ':'s)

Documentation/admin-guide/sysctl/kernel.rst:798: WARNING: Malformed table.
Text in column margin in table line 7.
