Yep, a principle called include what you use (IWYU). This isn't a
violation here.

So if you are removing uses of a function that a header file declares
it seems to make sense that you should at the same time remove the
#include rather than have 2 patches, one two remove the use and one to
remove the #include. I did the due diligence wrt CPU_CLR and that is
provided by sched.h. I suspect the underlying bug no longer exists. It
seems more IWYU to have 1 patch, so I think even with fewer patches
this part of the patch is correct.
