[PATCH 1/2] thunderbolt: thunderbolt: Add vendor's specific operations of NVM

The patch add tb_switch_nvm_alloc() contain an array that has functions
pointers to vendor_ops that vendor to define.
And moved vendor:intel part of the code to make all the vendors
(includes Intel) support it in nvm.c.
