refcount bug in bpf_exec_tx_verdict

Hello,

When using modified Syzkaller to fuzz the Linux kernel-5.19, the
following crash was triggered.

It seems there is a similar
problem(https://lore.kernel.org/bpf/20220804082913.5dac303c@xxxxxxxxxx/)
and patch.
Is the patch applied on Linux-5.19.4? I can still trigger the bug on
both 5.19 and 5.19.4.
