[PATCH] firmware: stratix10-svc: attestation

Extend Intel service layer driver to support the new attestation features.
FPGA attestation provides trustworthiness of FPGA images currently running
on a FPGA device.
Support for single certificate to allow unauthenticated updates to the
pseudo time stamp.
Get certificates and certificate reload features.
