[PATCH v2 17/28] rust: str: implement several traits for `CStr`

Implement `Debug`, `Display`, `Deref` (into `BStr`), `AsRef<BStr>`
and a set of `Index<...>` traits.
This makes it `CStr` more convenient to use (and closer to `str`).
