[PATCH v1] RISC-V: define RUNTIME_DISCARD_EXIT

As things stand, no ill comes of this - but if "DISCARDS" was to be
re-ordered in the linker script, linking would fail.
Do as suggested by Masahiro and define RUNTIME_DISCARD_EXIT.
