[PATCH 2/5] genirq: Allocate IRQ descriptors at boot time for !SPARSEIRQ

Remove the use of statically allocated arrays for IRQ descriptors.
Instead, allocate the necessary NR_IRQ descriptors during the boot
time in early_irq_init().
