[PATCH] smaps: Fix defined but not used smaps_shmem_walk_ops

When !CONFIG_SHMEM smaps_shmem_walk_ops is defined but not used,
triggering a compiler warning. Surround the definition with an #ifdef to
keep the compiler happy.
