Yes, I have noticed this section of spec.
But for some legacy application, it will handle the resolution change event immediately without dequeuing capture buffer until the last buffer, and exit immediately if the last buffer is received.
some frames may be lost in resolution change case, or the application may exit in advance unexpected.
So I didn't set the last flag before the resolution change, but trigger the event after all capture buffers are dequeued.
If I initiate a drain of the capture queue in dynamic resolution change, we need to change the application's behavior to be more normative.
But it takes more work, We'll discuss it internally first, and then try to fix it.
